Why dear Fred,
I have your letter of the 11th Way,relating
to the cirozastanoss in which "re. Goucher has been
left by the death of her son in the New Territories
of ¡lon; Konj- I am afraid that the grant of any gratuity or compassionate allowance in a cuso like this is a question entirely for the decision of the Government of Long Kong, and I fear that from past experience that that Government will not be prepared to make any grant. I am, however, referring to the Governor for his consideration that part of your letter which deals with Mrs. Goucher's case, and I will write to you again when I hear from him on the subject.
